The benefit is paid directly to your utility company in most cases, so you never see the money — the credit just appears on your bill.
Income limit: 200% of the federal poverty line. Priority categories include seniors (60+), people with disabilities, and households with children under 5.
You don't need to be a US citizen — only at least one household member must be a US citizen or qualified immigrant. The benefit is paid based on the household, not individual citizenship.
Applications are taken by local administering agencies (Community Action Agencies in most cases). You can apply online via your local agency's portal, in person, or by paper mail.
